ESTADO DEL SECTOR - THE STATE OF THE INDUSTRY 29 The sector began the year on 1 January 2023 with the entry into force of the new Common Agricultural Policy (CAP) that will regulate farming between 2023 and 2027 and brings profound changes affecting over 650,000 Spanish farmers and stockbreeders. Spain is the third largest beneficiary of this policy, with an allocation of more than €47 billion. Since 1 January, the European Union (EU) has applied what is considered to be the most ambitious agricultural reform in its history from an environmental point of view, and the second most profound in terms of transformations in the management of the funds that come from the EU coffers. This new CAP comes after an unprecedented year of transition due to the energy and food crisis triggered by the war in Ukraine and in a context of inflation, especially in the shopping basket. TRADE WITH THE EU Sales of Spanish fruit and vegetables to the 27 EU Member States amounted to €10.18 billion, accounting for 80% of the total, while outside the EU figures totalled €2.54 billion, according to yearly data up to October 2022 compared to the same period in 2021, provided by the Customs and Excise Department and collated by FEPEX, Spanish Federation of Producers and Exporters of Fruit, Vegetables, Flowers and Live Plants. The value of fresh fruit and vegetable exports to the EU grew by 3% in the first ten months of the year compared to the same period in 2021, to a total of €10.18 billion, and outside the EU it grew by 1%, to €2.54 billion.
